Automaticly update active currency rate  using api service

Properties;

1- Dollar($) accepted as main rate currency and other active curenccies will be rated accordingly

2- Alwasy shows values over 1.00 . Example  1€ will show 1.20 as DolLar rate if customer set system as €  which means 1 € equals 1.20$ 
 and then if customer set system currency $ then Euro will shows 1.2 as Euro which means 1 € equals 1.20$
